There is a plugin that lets the admins switch people's skins, which is obviously what is going on here, since the CT is on the T's radar. So your answer would be: Crappy Admins.
Scouts are better in CS:S because everybody moves a bit slower 
Unfortunately, that means that awps are much, much worse.

The thing was he wasn't an admin, nor was there an admin on the server.
As for scouting being better in Source, that's highly debateable. One hit kills (non HS) ruin the fun of scoutzknivez

could be a glitch, in some servers players appear to be different skins (T vs's CT)
in some places of the map
its not admins (sometimes)
I was playing Dust2 the other day and I appeared to be CT when i was indeed a T
what you do is. put your crosshair on the guy, and it will tell you the truth, (bottem of the screen, his name will appear blue or red, depending on the team)
lots of people say its a hack, but steam says its a glitch
there was an article about it
but im to lazy to find it
