Ok for some uknown reason im able to ping servers at around 20ms, however, once i connect, it takes about 30 secs to download the security module and i get 100 choke...Windows firewall is disabled, and i have no other firewalls running.

 

all of the normal ip commands (ipconfig /all, tracert, etc) are not recognized

When trying to ping...tracerout also doesnt work from said site

^^i have been able to run both of those tests prior to today

Things i have done
foraward correct ports for steam
uninstall steam
winsock IPfix
scan for spyware
disable/re-enable network card
restart network

hrmmm....it doesn't sound like steam issue as much as a windows issue.  Did you try just a normal virus sweep?  did you try rebooting in safe mode? F8 i think for XP...

Doesn't sound good though...

Ill try safe mode...

The thing is though, i was able to play last night.  I turned my computer off all day, and when i turned it on today...for the first time...all of the sudden im having cs problems.  Websites load fine...

Nope...cant ping any of the sites shown in that picture (shown here).  Windows also doesnt recognize 'ping' as a 'valid internal or external command.'  I can browse websites at normal speeds though (obviously).

Im thinking of reinstalling TCP/IP (duh)

/update

I was able to get to ipconfig...i had to change the dir in the cmd prompt to C:\windows\system32.  I pinged yahoo, here are the results (along with ipconfig /all

I didnt blur things because i dont trust you guys

Steam still laggyyy...even if i ping servers from windows i get 0 loss, yet if i were to join that server, it would take 50 secs to dl the security module and i would have 100 loss on the server.

Actually this sounds like CS connections settings to me. If you're not noticing any lag or slowdowns when you download things off the net or surf the web, then obviously it must be something inside CS. The server browser is independent of the connection settings the actual game uses, so it's not surprising that it isn't effected. Try setting your rates back to something reasonably conservative:

cl_rate 8000
cl_cmdrate 30
cl_updaterate 50


See if that has any effect.

meh, if had to change his command directory could it also have been something was screwy in that steam was looking for a net protocol it couldn't find?

It sounds more like his PATH environment variable (yes, Windows has this too) is screwy, and wasn't searching /Windows/System32 for applications by default. That kind of thing I *would* write off under the "Windows Sucks" category. It's also entirely possible for the Windows TCP stack to corrupt itself (you've seen it yourself numerous times, and is what necessitates the WinSockXP fix), but if that were the case, websites and other net programs would behave erratically as well. This only happened once CS was up and running.
