We had all kinds of hackers today. aimbots, speedhacks, wallhacks. A big problem!

I guess there are plenty of people who don't filter their server list with the 'Secure' option ticked

Well it wasn't anything I did. This has the familiar reek of ReconGamer "upgrades," but I could be wrong.
EDIT:: I just cold-started the server, and VAC appears to be back on. Admins take not. I had to use the RG management page to Stop and then Start the server. The Restart command didn't cut it.

And what good would that do? VAC is horrible, mostly because Valve doesn't care enough to get it right. Servers that are running it still have more than their fair share of hackers anyway.
