I would have to agree with scarr, as much as I would like a server I just don't have the cash to support one.

If Bs ever did get its own server, which we probably will, just not now, then I would like it to be JUST Bs's server.

Just to give you an idea, a 20 person public server from ReconGamer, which would be JUST like CSR, costs $85 a month. You can get private servers that are permanently passworded and have fewer player slots (8-16 or so) for much cheaper. That would be the way I would go if I were you and I was on a tight budget.

Get a 12 man priv server. Probably only cost you 20 a month and you can practice any time you want in it for scrims.

Ohhhh, you're looking at renting a MACHINE, not just a HLDS server. Well yeah, that's gonna be expensive as all heck! And on top of that, you're going to have to install a Steam HLDS server and all the metamod plugins and everything else all by yourself. You're also going to have to manage the whole entire thing by yourself. If you want web stats, you're going to have to install Apache and configure that too. That's a whole lot of really pointless work if all you want to do is play CS in a nice quiet server you can admin yourself.
Just so you know too: 512kbps isn't enough for a 20 person CS server. 512 kilobits per second = 64 kilobytes per second. With an average of 8KB per player, you'll only be able to JUST BARELY squeeze 8 people on your fantastically expensive server. And 8KB is about the connection speed for a player using a dial-up modem! If your players want any better a connection, you can cut the number of total players your server will be able to handle down to 6 or 4. That'll be a lot of fun, playing 2 on 2 all the time-- especially when it's costing you a hundred and fifty bucks a month.
Please, for your own good, just go to http://www.ReconGamer.com for an example of what I'm talkign about. I don't care if you use them or not, but I'd hate to see you waste so much time and money and energy if all you need is a CS server.
Just as an example, ReconGamer can give you a 20 person private server for only $30 a month, and if you sign up in January, they will waive the $20 setup fee. And of course, RG will set up the game server for you, including metamod, adminmod and psychostats. You even get your own website and email addresses.

By the way, since it looks like the system specs you quoted were pulled from ReconGamer, you shouldn't be looking at the "Dedicated Server", you should be looking at the "Game Servers".
The dedicated servers are basically entire machines that they let you rent. You can do WHATEVER you want with them. It's like owning an extra PC of your own that has a good battery backup, a very stable internet connection and a static IP address that RG will keep in their co-lo's for you.

I couldn't find prices for servers under 20 people. RG is pretty friendly though-- just call their toll-free number or email them. They'll answer ANY question you have.
I would seriously recommend you understand how to RUN a server before you get one though. It can be a LOT of work to get everything extra set up-- trust me, I know. Just AdminMod has a pretty steep learning curve. If you can, try setting up your own dedicated server on your home machine. That makes it easy for you to mess around with it and experiment without having to pay anything extra for it. Counter-Server will be your new best friend.

I have been running a server for over 2 years and I must say that it is a lot LESS fun than it seems. Every time something happens, people are bitching at you. It is very hard to build a large enough community population to sustain a 20 player server in a way that makes spending 80+/month justifiable. You can no longer just play CS because you are worrying about hackers, jackasses and so on. You become like me, a vagabond in the CS world who rarely plays on his own server.
The server community I started on was huge but the admins were cretins. I started my community and then pulled away a solid 85% of the regulars from the old one. My recommendation to you is that you stay with CSR where you are pretty much sure to find a full server, the admins are cool and available and you can just play CS. If you want a server to dick around on, get a private one that you is passworded and much less expensive.
My two cents.

I can certainly sympathize with what absymal is saying. I'm very thankful to only have to worry about keeping the site and the forums and the stats and the server itself going. As much as that is, I know I have a great Admin Team taking care of things in-game.
In fact, I've got to get back to more projects for CSR. They never end!
