computer is crazy

AMD Opteron 146 SledgeHammer 400MHz FSB Socket 940 Processor
K8T Masters via k8t800 chipset
mobo
i only have 1 cpu right now until i can buy another, the problem is
this requires 300 watts powersupply
i got 450..Everything is plugged in...this mobo also is SSI/ ATX power supplys
when i say "everything is plugged in" im just talking what i need to get the computer running, not extra cool stuff 
anyways. i get no power.
i have 2 extra fans on the side. usually even if it is a mobo problem i would get the 2 fans working (as long as there hooked up to the power supply). Not even the stupid LED on the power supply is working.
what i did: I tested another power supply (250 watt i think) just for FANS, sense fans dont take 250 watts...i didnt think it would be an issue with power.
so i get no power, no nothing...

ok ok ok
NEW PROBLEM
first i could only get fans on for 5 seconds
NOW i got steady fans running and LEDs on.
and graphics card fan..
BUT no display...
im thinking bad montior cable.....could be graphics card.... but im not sure.
and no beep codes.....
how is there no beep codes!!!!!
