and i think i have the problem solved this has happened twice when i was playing and both times the same thing occured .
what has happened both times some one was spamming typed messages just as the map was to change this latest downage was caused by unholy-scarr 15 spamming "militia" over and over

An interesting theory. I'll test it. Logs are showing something like that, but they cut off, so I can't be sure.

I tried it earlier, but it didn't work. Doesn't mean its not the issue, but at the same time.. I was able to spam. Which definatly means the spam blocker should be re-enabled.
