Make Maps Download Faster in-game!

There are two cvars that control how fast you download maps from the server while in-game.
The first is rate This is the master control for how much data you allow Half-Life to send and receive from the server, and is measured in bytes per second. That means that rate 5120 is 5KB/sec. Map downloads are restricted by this too, so when you start downloading a map, set rate 20000 (the maximum allowed) to increase the download speed of the map. Make sure to set it back to what it was when the download finishes!
The second cvar is cl_dlmax. This control how much of your rate is used for downloading custom sprays and other files from the server while you're playing. Normally you should leave this low (cl_dlmax 512), because you don't want to suddenly sap all your bandwidth to download some other player's custom decal when you're in the middle of a fire-fight! But when you're downloading a map, you can't do anything else anyway, so you might as well set this as high as it can go-- cl_dlmax 20000. Again, be sure to set it back after you finish downloading the custom map!
Of course, the best way to avoid the problem altogether is to download the map packs.
